ROW and COLUMN functions in array formulas repeat the initial value

Load the attached xls document, the ROW values should read 3,4,5 and the COLUMN values 4,5,6. Instead, for ROW the value 3 is repeated and for COLUMN the value 4.

I disagree. The ROW function's return matrix should have a single column. This is also what Excel does, you see it in a formula like =COLUMNS(ROW()). If a larger result is needed, single-column or single-row matrixes generally have to be repeated. This is issue 46681, it doesn't belong into the COLUMN or ROW implementation.
