Load the attached xls document, the ROW values should read 3,4,5 and the COLUMN
values 4,5,6. Instead, for ROW the value 3 is repeated and for COLUMN the value 4.

I disagree. The ROW function's return matrix should have a single column. This
is also what Excel does, you see it in a formula like =COLUMNS(ROW()).

If a larger result is needed, single-column or single-row matrixes generally
have to be repeated. This is issue 46681, it doesn't belong into the COLUMN or
ROW implementation.
